# Create an organization in the public cloud

An organization is an administrative unit that includes users, virtual data centers, networks, and virtual machines.

Within a single Control panel account, you can create one organization in each [region](/infrastructure/locations.mdx#region) (St. Petersburg and Moscow).

Once the organization is created, you will be able to [create virtual data centers in it](/public-cloud/manage-public-cloud/create-virtual-data-center). An empty organization is not charged—billing is applied only if virtual data centers exist; for details, see the [VMware-based cloud payment model and pricing](/public-cloud/about/payment/).

## Create an organization \{#create-organization}

1. In the [Control panel](https://my.selectel.ru/vmware/), on the top menu, click **Products** and select **VMware-based Cloud**.
2. If you already have an organization, click its name in the `s-xxxx.` format.
3. Click **Create organization**.
4. Select a [region](/infrastructure/locations.mdx#region).
5. Click **Create organization**.
